WHAT: The metadata panels and fields that are applied to all files in the site are created in the site metadata manager.
Only site admins can change the site metadata manager. It will cascade down onto all spaces on the entire Chorus site.
WHY: A site admin can use the site metadata manager to give structure to the cascading metadata across all spaces. This significantly reduces the work needed when other users creates spaces. They will start with a useful set of metadata fields, inherited from spaces above and the site metadata manager.
It is the role of other space managers and users to add metadata to files within this structure.
